They help with the technical groundwork, and it is worth being precise about what that does and does not do. A good title tag is a ranking signal and also the line people decide to click; a meta description is not a ranking factor at all, it just sets what the snippet says. Structured data does not raise rankings either -- Google is explicit about that -- it makes a page eligible for rich results like FAQ dropdowns and how-to steps, which change how the listing looks. An XML sitemap helps a crawler find pages; robots.txt controls what it may fetch. None of that is a lever on position.
