It depends on the level you pick, and the tool names them Low, Medium and High. Low rewrites the PDF's internal structure and removes redundant data, leaving embedded images untouched, so nothing visible changes. Medium re-encodes images at reduced quality. High re-encodes and also scales them down, which gives the smallest file and can make photographs and screenshots look softer. Text, pages and layout are unchanged at every level. How much smaller a file gets depends entirely on what is inside it: a scanned document is mostly images and shrinks a lot, while a text-only report has little left to remove. The tool shows the before and after sizes for your own file, which is a better answer than any average.
